The Elm Creek Watershed Authority is governed by eight residents who are elected to serve four year terms as the Board of Directors. The directors are elected at-large and serve staggered terms with elections occurring every odd-numbered year in November General Elections.
The Board normally meets at varied times (due to daylight savings) on the second Thursday of each month at the Elm Creek Watershed Authority office. The public is invited and encouraged to attend the meetings. Meeting agendas are posted at the ECWA office and on the website. Monthly meeting dates occasionally change due to scheduling conflicts or tax related requirements. Please check the website for up-to-date information.

November 4, 2025
The election shall be conducted at the polling places established by Bell, Falls, McLennan and Milam Counties to serve the county’s regular election precincts. ECWA will authorize voters of Bell and McLennan Counties and ECWA to vote at any of the voting locations established by the respected counties, and will not be limited to voting in the precinct where they are registered to vote. Voters within Falls and Milam Counties and ECWA will be required to vote in their registered precincts.
The Elm Creek Watershed Authority operates and maintains thirty-four flood control structures in parts of Bell, Falls, McLennan and Milam Counties.
